Dear Prospective Offerors:

KCHA is accepting proposals for a Qualified Consultant to comprehensively review, update, and rewrite the ADMIN/ACOP in compliance with the current U.S. Department of Housing and Urban Department (HUD).

Bids will be received at the Kankakee County Housing Authority, PO Box 965, 185 N. St. Joseph Avenue, Kankakee, IL 60901 until 3:00 pm CST on Monday, September 24, 2026, at 3:00 p.m. CST. Proposals will be held in confidence and not released in any manner until after the contract award.

By submission of a proposal, the Offeror, whose proposal is accepted agrees to enter into a standard HUD approved written contract with the Kankakee County Housing Authority for the proposed amount. The selected Offeror will further accept all terms and conditions and will fulfill all specifications, as stated in the attached RFP.

All proposals should be prepared in accordance with the attached instructions and will be evaluated by the Kankakee County Housing Authority as stated in the evaluation factors for award within the RFP.
